CD13 Lottery Announced for (200) $5,000 Grants

At a virtual Town Hall with Hollywood, Atwater Village, Echo Park and Silver Lake Chambers, L.A. City Councilmember Mitch O’Farrell and the City’s Economic and Workforce Development Department (EWDD) announced the launch of the 13th District Small Business Grant Program to help business owners pay bills.

Councilmember Mitch O’Farrell has allocated $1 million of discretionary funding to kickstart the grant program to assist small businesses in the 13th District. Historically, discretionary funding would have been utilized for other purposes such as public infrastructure projects.

**Applications will be accepted starting Thursday, August 13 at 8 AM, and ending Monday, August 17, at 11:59PM (online). The application can be found here — https://cd13.lacity.org/grant***

“Our small businesses continue to experience serious hardships and devastation because of the pandemic,” said Councilmember O’Farrell. “This financial assistance helps retain workers while enabling some small and independent business owners to survive.”

The City’s Economic and Workforce Development Department (EWDD) is the program manager and has the following requirements:

  • Must have an established business in the 13th District [must be in a commercial building]
  • Must have “active” status with CA Secretary of State
  • Must provide documents in the application (current BTRC, W-9, etc.) 
  • Must have at least three and up to 26 employees
  • Economically affected by COVID-19

Councilmember O’Farrell and his colleagues have also taken the following actions to assist small business owners:

  • Councilmember O’Farrell has refined the Right-of-Recall Ordinance, which ensures workers who are laid off due to the pandemic have the opportunity to regain their jobs once emergency orders are lifted. O’Farrell fought for extra protection for restaurants, coffee shops, bars, nightclubs and wine bars not located in a hotel or event space, and expanded the job notification requirement to include email and text messages to notify former employees when work is available.
  • Introduced a resolution that supports federal legislation to fix the Paycheck Protection Program to assist our small business owners.
  • Led the initiative to make it unlawful for a third-party food delivery service app (e.g. Grubhub, Doordash, etc.) to charge more than 15% for the delivery, and more than 5% for all other fees. 

In addition to the measures mentioned above, Mitch has taken the following actions to protect commercial tenants:

  • Helped lead a unanimous vote to waive late fees on rent.
  • Extended eviction protections and the payback period to three months for commercial tenants. The ordinance pertains to all Angelenos, regardless of immigration status. 
  • Approved amendment to COVID-19 related renter protections that allow tenants a Right of Action to sue landlords who ignore and maliciously violate any of the city’s protections during the pandemic.
  • Won unanimous support for his resolution that calls on Congress to include rent and mortgage relief paired together in the next federal package, including extending payment or forgiveness assistance to renters and property owners impacted by COVID-19.
  • Instructed a review of all federal and state legislation pertaining to emergency aid, with the goal of providing additional assistance by the City to ‘fill the gaps’ in aid for immigrant and undocumented Angelenos.

Councilmembers O’Farrell, Ryu Direct DWP General Manager to Report on Power Outages

Los Angeles City Councilmembers Mitch O’Farrell and David Ryu on Tuesday requested the Department of Water and Power (DWP) and General Manager David Wright to provide a comprehensive report addressing the concerns of tens of thousands of customers who were left without power, many for consecutive days, during some of the hottest days on record earlier this month. Through a motion introduced in Council, O’Farrell and Ryu are requesting a full accounting of the circumstances that led to the recent power outages, including: immediate actions taken to address the power outage, and the causes for delay in restoring power; identification of infrastructure upgrades currently underway, the projected timelines for those upgrades, accountability measures in place to ensure for the timely completion of projects, and measures in place to prevent widespread outages in the future; and methods or approaches to make the DWP’s electrical infrastructure climate-change resilient.

Los Feliz NC Special Event: Active Shooter Response Training – 8/21

Due to the recent event at Traders Joe’s on Saturday, July 31, the Los Feliz Neighborhood Council: Public Safety Committee in conjunction with the Northeast Area LAPD are sponsoring an active shooter response training session. Senior Lead Officer Lenny Davis of LAPD’s Northeast Division will provide details on what to do in an active shooter situation. The instructional portion will take about 30 minutes and will be followed by a Q&A session. The event is open to the public.

Helicopter Noise Complaints

Helicopter noise is a concern for many residents across Los Angeles County. Since 2012 local community organizations, helicopter operators and other stakeholders have been working with the Federal Aviation Administration in a collaborative process known as the Los Angeles Helicopter Noise Initiative. The participants in the Helicopter Noise Initiative have been working to develop voluntary agreements on routes and altitudes, best practices, outreach and training, and other means of addressing the helicopter noise situation in Los Angeles County. Complaints filed online will be used to gather data on flight patterns and nuisance helicopters, as well as inform noise abatement measures. It is not used in enforcement.

Announcing Assemblymember Friedman’s AD43 Photography Competition!

Starting this Wednesday (8/1), the office of Assemblymember Friedman will begin accepting submissions for their first district-wide photography competition. The purpose of this competition is to challenge artists across AD43 to use the medium of photography to capture and define their community and/or neighborhood. From August 1st through September 30th they will be accepting submissions by mail or through their website.

O’Farrell update – Silver Lake Reservoir Complex Bypass Project

Silver Lake ReservoirSince last  fall, I have worked with my Council colleague David Ryu and the community to ensure the Los Angeles Department of Water and Power remained committed to restoring water in the Silver Lake Reservoir.

LADWP recently announced that above average snowpack runoff from the Eastern Sierra region will refill Silver Lake Reservoir ahead of schedule. Utilizing this source, water will begin flowing in mid-April and take approximately two months. This option replaces the originally planned -May refill of the reservoir using local water resources that would have taken approximately 12 months.

Every inch of rain has been a blessing to this City on so many levels, and in this case, it has provided us with an opportunity to restore the reservoir to historic levels. This was a common request at all of the public meetings on the reservoir project. I want to thank residents and stakeholders for the invaluable input over the last several months, but there is still more work to do.

We are about to embark on a much larger discussion on sustainable plans for the future of the reservoir complex. LADWP has agreed to pay for a master plan for the site, and the Bureau of Engineering is collaborating with department staff to come up with the initial scope to frame the community process, which will roll out by the end of summer. This process will consist of a number of interactive charrette meetings.

Thank you for attending these meetings, and for participating thus far in the public process. I look forward to collaborating with you on the future of the reservoir and its grounds in the months ahead.

Dion Neutra, AIA, son of famed Silver Lake Architect Richard Neutra has expressed his wishes to see the reservoir filled to the brim, beyond the historic levels. This would provide houses at lake level as well as the houses higher up on the hills the beauty of a lake view.

O’Farrell to Continue Fight for Small Business

I am grateful, humbled, and honored by the strong showing of support I received last night in my bid for reelection to the Los Angeles City Council. This victory means my team and I can continue serving you in the great 13th District! We ran a grassroots, block-by-block campaign and I couldn’t be more proud of the staff, volunteers, and supporters who worked tirelessly over the past few months.

But most of all, I want to thank the voters of the 13th District who have entrusted in me the privilege to serve. Seven days a week, my talented, hard-working team and I are out there doing all we can for a safer, cleaner, more livable community. And thanks to you, we can continue our progressive policy agenda to clean up the environment, produce more affordable housing, make our neighborhoods more walkable, plan for a future that will result in high quality projects that add to the vibrancy of our neighborhoods while preserving our history, and help small businesses cut through red tape, open their doors to customers, and thrive.

We are a City and a Council District that is welcoming of people from all walks of life. No matter who you are, where you are from, what religion you practice, or what language you speak, I will fight for an environment where everyone’s contributions are valued and our diversity is celebrated in the City of Angels.

Breakfast with Mitch – #OpenForBusiness Initiatives

Breakfast with Mitch

Over 70 representatives of Atwater Village, Silver Lake and Echo Park business, non-profit and government interests gathered for breakfast and networking on June 30 at Silverlake Community Church. Los Angeles City Council District 13 Councilmember Mitch O’Farrell and his staff met individually with constituents. City reps were on hand with materials on minimum wage increases. Then, O’Farrell spoke from the heart. His background in business, including restaurant management, and many of the people in the room have schooled him regarding the hardships of doing business in L.A.

Why talk small business? Three-quarters of employees in Los Angeles work for small businesses and one-tenth are in the restaurant field.

O’Farrell spoke of sequencing the minimum wage increases, so they are less of a burden. Mobility plans including DASH lines, bikes, pedestrians, vehicle delays, no net loss of parking spaces are all top priorities.

Highlights include:

  • Amending permit fees to make them more equitable. Large corporation size fees would be reduced for small businesses.
  • Expediting the process to renew conditional use permits. When it costs a business with no complaints up to $30K to renew their CUP, that process should become a simple administrative renewal.
  • Building critical mass to have a voice to reduce confusion and growth suppression caused by requirements at the City, County and State levels.
  • Case management so business owners get the white glove treatment. Culture shift to encourage workers in departments such as Planning and DWP to be public servants and not just bureaucrats.
